The action plan also includes reevaluating Combat Training Center, or CTC, rotations, McConville said. Leaders seek further basic training through squad, platoon, and company level exercises.

"Our CTC is the gold standard for preparing our organizations for large-scale land combat operations, especially in this era of great power competition," McConville said, adding that CTC should try to balance rotations with other training opportunities.

Moving forward, a mix of multi-echelon exercises such as command and staff exercises, unmanned tactical exercises and fire support coordination exercises will be considered to train Soldiers at the battalion and brigade level, officials said in the plan.

"We are looking at options for brigade combat training centers with 'boxed' organic battalions, command post exercises, heavy and light rotations," McCarthy said. "These efforts give our units time at home to invest in their Soldiers and their families."
